I. Organizer of the event:
Romanian Amateur Radio Federation (FRR)
II. Venue of event:
Piatra Neamț, Romania, located 360 km North-East of Bucharest and 130 km
West of Iasi.
Piatra Neamț is the capital city of Neamţ County, in the historical region of
Moldavia, eastern Romania. Because of its privileged location in the Eastern
Carpathian mountains, it is considered one of the most picturesque cities in

IV. Invited countries:
Unlimited number of competitors, team leaders, trainers, guests, visitors from
the following countries are officially invited (in alphabetical order):
Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Greece,
Macedonia, Moldova, Montenegro, Romania, Serbia, Slovenia and Turkey.
Visitors from non-Balkan countries are welcome, too.
V. Accommodation:
The accommodation will be organized in a 3-star hotel in double and triple
rooms. Full board will be provided, starting with dinner on 13 June and finishing
with lunch on 15 June. The competition will take place in the same hotel.
VI. Expected weather:
In that period of the year the temperatures during the day are normally 20-25
deg C and 10-16 deg C during the night.
VII. Visa requirement:
Only participants from Moldova and Turkey need visa to enter Romania. Upon
request FRR will send invitations to participants from these countries in order to

and Serbia may enter Romania with biometric passports.
The participants from other countries may enter Romania with ordinary
passports or IDs.
VIII. Transportation:
If you come to Bucharest, Bacau, Iasi or Suceava by plane, FRR will organize
upon request your transportation to Piatra Neamț and back.
IX. Format of the championship and time schedule:
All official male and female categories (A to I) are welcome and will be
awarded separately. Every country is allowed to participate with unlimited
number of competitors in each category.
The format of the competition is relaxed and includes 3 tests only, as follows:
- Callsigns Receiving Test (RUFZ) – according to the official rules. The
winner gets 100 points, the others – proportionally less.
- Morse Runner Test – according to the official rules. The winner gets 100
points, the others – proportionally less.
- Transmission Test – mixed text only, 5 characters in a group, composed
of Amateur Radio callsigns, Amateur Radio abbreviations, Q-codes,
popular names, popular QTHs, etc. The winner gets 100 points, the others
– proportionally less.
The classification will be individual only; rankings will be in total sum of
points earned by the three tests (maximum 300).
As was the idea of the first organizer Panayot Danev, the organizers believe that
such format will attract not only traditional HST competitors but also many
radio amateurs, lovers of CW.
The schedule:
13 June (Friday) – Arrival and accommodation, dinner, team leaders meeting;
14 June (Saturday) – Breakfast, Competition, Lunch, Competition, Hamfest
(including dinner);
15 June (Sunday) – Breakfast, Competition, Lunch, Awarding, Departure.
X. Entry fees:
Accommodation for two nights, two days full board and hamfest cost 65 EUR
per person in double or triple room, 80 EUR per person in single room. Entry
fees will be paid upon arrival.
XI. Application for participation:
Please, send the application form bellow not later than 31 May 2014,
mentioning the predicted number of competitors and predicted number of
